Under $100 there are two budget noise cancelling headphones worth it: the Sony WH-CH720N over-ear, which has three consecutive What Hi-Fi? awards as the best cheap noise canceller, and the Soundcore Space A40 earbuds, which RTINGS has on its tested list. Below about $40, the cancellation claims stop meaning much and what you are buying is passive isolation with a logo on it.

On measurements, the Sony WH-1000XM6: RTINGS, who test isolation on an instrumented head, call them the best noise cancelling headphones they have tested. What Hi-Fi? gives the Bose QuietComfort Ultra 2nd Gen the edge for raw blocking and the Sony the edge for sound. Both are a tier above everything cheaper, and the gap between them is smaller than the gap between either and a $100 pair.

Under a hundred dollars, the Sony WH-CH720N over-ear and the Soundcore Space A40 earbuds. Both have been tested by outlets that publish their methods. Below about forty dollars, active noise cancelling claims stop meaning much and you are buying passive isolation.
Isolation is physical: pads and tips blocking sound. ANC is electronic cancellation on top. RTINGS measures the two together because that is what you actually hear, and it is why a worn earpad costs you more quiet than a firmware update can give back.
Open the buy box and read who it ships from and who it is sold by. Amazon itself or the brand's own storefront is the safe pair. A flagship priced far below every other listing of the same model is the classic counterfeit signal, and so is a listing with a model name that does not exist on the brand's own site.
